You can create profile manually using t-code SU02. However, just to apprise you of the fact that in recent versions, it is not advisable to create profiles manually. Instead, you can create the authorizations role using t-code PFCG and assign the same to user. In SU02 home screen, you can see the SAP recommendation as below:

"Do not use this transaction any longer for profile and

user administration. Use the Profile Generator instead.

The Profile Generator makes it much easier to allocate authorizations.

However, if you do not wish to use the Profile Generator,

you can still use this transaction."
