As Alex said, you need restrict the authorization object S_TABU_NAM.

- Maybe you need to know if really the people that you will give access to SE16/SE16N need access to display all tables except: HRP* and PA* if is incorrect you need to know which tables need access to the users.

- If really need todisplay all tables except: HRP* and PA* .I have listed all tables (arround 400.000) and I defined this ranges to add into S_TABU_NAM:

Please try it and check if the users have access to all tables except HRP* and PA*
